Is 30 min HIIT effective?

I was just reading up on HIIT and Tabata, and it said that it's most effective done for 10 min with a longer rest period, one site even said 3 min! This is so you're really use your body's full potential, because these two programs aren't as effective if you're not giving your absolute max effort. This is different from the FB routine. I like FB a lot (!) and have seen great results, but curious to know about workout times. Thanks
