Why HIIT before strength?

Hi! I've done FB Burn and now am doing a second round of Strong. I notice that the HIIT portions are always at the beginning. Does anyone know why this is? I was also told by other trainers that any cardio should be done after weights. Plus, once I'm done with HIIT I want to be done!
