Help with my shape -- pictures included

Hey guys I've posted pics on here a few times, I'm wondering has anyone had this kind of problem, I've always had bigger/broad shoulders/back that's just my shape, do you know how I can not make it so my lower section (stomach) and shoulders have such a difference? I do HIIT everyday with strength training 4 times a week, and alt ab and arms each day. I eat clean but I'm just finding I'm dropping weight everywhere else but gaining on my top section lol, so if anyone has tops I'd appreciate it! Also I'm new to working out only on my 9th week :) Thanks :)
