Better to do lower or upper strength training first?

Just curious on thoughts, as I have debated in my head. Lower first means I can lift the heavier weights easily but sometimes my shoulders are sore for upper days.

Upper first means I still have the strength to lift but then they are to weak for lower workouts.

Just wanting to see what you all do? If you mix and match or just stick with one first?
