Which program to burn fat?

Hello all, I have been a member of FB on and off for 4 years now. I enjoy the workouts, but every time I do a program I don't ever lose any weight - even though I am tracking my calories and making sure I am active throughout the day (avg 10k - 12k steps per day). Wondering where I am going wrong? BMI is currently 27.5, I have around 28lbs to lose - which program would you recommend to help me finally torch the fat?! Thank you!
