Switching upper/lower body workout days

It seems that in most workout programs (at least the ones I did) the week schedule is lower body -> upper body -> core -> upper body -> lower body. However I often find myself still having sore arms after the core workout, while my lower body is ready to go again. Would it be a good idea to switch those last two days of the week (core ->lower body -> upper body) or is there a specific reason for this schedule?
