Need Help choosing the right program to target my thighs

Hello Fitness Blender!

I just finished the FB Blend prgram. I've been using fb for 2 years now and I have definitely lost weight and toned.. I really need to reach a target weight of 66-68 and currently I'm always shifting between 70-71. I don't really look very fat I wear Medium size but my thighs are the biggest problem which makes me look fat. I did go from size 18 to size 16 which is good but my thighs still look fat. I'm 5'3. I need help to choose the right fb program, I know it's overall workout that makes you loose weight but I am looking for a program which is also very efficient for loosing thigh weight. Thank you !
