Lose 5kg ( especially belly fat) and toned butt and upper body

Hi all. I wanna lose 5kg ( 174cm tall and 64kg) from my belly and lower back and i wanna also have lean and toned arms/ chest ,butt and strong core especially lower back. However i dont wanna toned thighs. Which programme is this aim for?
