Best muscle building programs

Any recommendations for the best strength-training program?

Before the Virus I cycled to work every day, 1 hour total each day 5x a week and also did 1 HIIT workout, 2x upper body and 1 lower body. So about 4x strength a week.

I usually do level 4-5 HIIT videos on here and don't really need to lose weight, maybe just tone up my fat a bit, I find I need to do at least a level 4 HIIT here otherwise it's too easy. My BMI is about 19. so I think a strength-oriented program was best - rather than cardio most days.

Would FB strong be the best for this?
