Can someone please confirm the 'fitness levels'?

Hi all, Am only new to FB, and have been trawling the workouts, but just need some clarification on the 'fitness levels' (I think?). Is 1 the highest fitness level or the lowest? I've been working at a 3 level thinking that it must be 'mid range' but just wondered about going a step harder - which way do I go?
