Leg workouts???

I have very unproportioned legs. I don’t have any hamstrings, or well I do, but they’re really really small. My quads, on the other hand, are small too, but they’re there. I naturally have a big butt and I think that’s because of my genes. I really want to get toned legs but I’ve noticed that most workouts really focus on glutes...but what if I don’t want to get a bigger butt, I just want toned legs?
