Hips/waist reduction - what workout plan should I use?

Hi all, I've got a question (which is pretty much stated in the title).

Yes, I know that that you can't spot reduce fat but I always face an opposite problem. Naturally I am quite slim and I like being this way. So if I just eat healthy and not exercise much I don't have any issues with my measurements (as in my hips and waist). But then I go all soft and wobbly and this is also not great, especially in summer when jeans are not an option. So when I start working out I get toned but my bum and thighs grow massively and waistline completely disappears. It is really frustrating!

So is there any way to become lean and toned and NOT expand my lower body? It's like a vicious circle. What FB program is the best for staying slim and NOT grow muscle? Please help.
