How many days upper/lower in a week

hi everyone,

ı have big butt and legs with some cellulites and my upper body is better than lower. I want to toned legs and butt. I have 3 days in a week for strenght training but ıf ı do total body workout ı feel it did not enough workout for my muscles. My priority is lower body. Also ı have some walking days 2 days in a week. How can ı reduce my programme ? any suggestion ?
