bulk up or lose weight?

I'm not sure if this goes in workouts or nutrition but here goes.

My husband is a bit overweight and has been working out for about two months with me. He's doing great! But he wants to build muscle. According to our research he has to have a calorie surplus to bulk up but he also has some weight to lose. Our question: should he lose the extra weight before trying to bulk up, or go ahead and eat a surplus and gain muscle first. Thanks in advance, I know ya'll will have some answers.
