HELP

So I have 3 weeks left for college to start and I need to lose all my extra fat by then. Need to lose arm fat, gets abs and, most importantly, get a smaller butt. I am not fat not skinny. Have a vv normal body type and am such that I can lose weight easily if I workout hard (but also gain easily). Please recommend a workout for me and more importantly does anyone have advice on how to get a smaller butt (without running? I hate running)
