Upper Body Strength Workouts for Sublexing Shoulder

Hi everyone, I would really appreciate any ideas you have for upper body strength training for someone with a shoulder that sublexes. I'm trying to encourage my mom to start strength training but she is scared of her shoulder sublexing. My mom has had her shoulder dislocate twice and thus it can happen more easily now if she lifts anything heavy. Is there a solution for this to still be able to build upper strength? My thinking is just lifting light but doing more reps. Any ideas?
