Help! unable to complete full rounds of pilates exercises

Most of the core workouts incorporate pilates exercises at long intervals. I find it extremely difficult to complete even 20 seconds of pilates exercises, such as leg drops or mini scissor kicks, but I'm not sure what I'm doing wrong. They kill both my core and my legs. I can also rarely keep my legs completely straight during these exercises. I'm not certain if it's a problem with tight hamstrings or lack of core strength. Any advice on how to combat the problem would be welcome.
