Inner and Outer Thigh Fat

Hi guys, so, the reason i want to lose weight is, that i feel better, love myself and accept myself. But like there´s one problem. My upper body is fine, but then there are my thighs, and i don't know what to do about them. I do have a workout plan. i go cycling 2 times a week and i do hit 1 one time a week. But like my bum and outer and inner thighs are still fat. and i really want to get them strong and lean. Can you guys give me some tips? ~Thankss~! :)
