Jiggly Soft appearance

Hello guys!

I never had many kilos, just 10 and lost it through my 20's. The problem is i was never working out consistently and my body became jigglier.

I am working out past year and do lots of strenght training, not very aggressively and bicycling in nature and my muscles are slowly coming back. My problem is the outside appearance of my legs looking soft and jiggly. I always had cellulite in my thighs but now it's more visible than ever.

Bulking is not the answer for me... Any solutions to that?
