Upper body and powerblocks

I have the adjustable powerblock dumbbells which have increments of 3lbs as they go up. Anyone else find a struggle to move up on weight for upper body workouts...?

I have made decent progress on lower body exercises, but feel like the 3lb is a big jump for a lot of the upper body exercises, and I seem to be stuck in the lower range because 3lbs heavier is too heavy.

e.g. stuck at 9lbs for reg. bicep curls b/c I can only do 1-2 bicep curls at 12lbs, but when I go to my parents' place where I have a set of old free weights, 10lbs bicep curls aren't bad at all. Same goes for lateral/ventral raise - stuck at 6 lbs, 9lbs is too heavy and no in-between weight with the powerblocks. :/

vs. for lower body for e.g. I used to deadlift 12-15 lbs each hand, and have been able to go upto 24 lbs each hand, so lots of progress there.
