Shoulders crack like crazy!

My shoulders started cracking like crazy about 3 weeks ago. They crack every single time I do a lateral raise, and almost every time I move my arms. I'm tired of reading online that painless cracking is totally normal because it is NOT normal for your shoulders to crack every move you make. I stopped lifting for two weeks, but the cracking hasn't stopped. I also tried a lot of rotator cuff exercises and nothing seems to help. Anyone have any advice?
