Frustrated with arm flab

I'm 5'2" and currently at 61.4kg. I've finished one round of burn2 and currently on second week of same program (i decided to repeat the program). My frustration is while I've seen the changes in the scale (down aboit 4 kg. Yay!) as well as waist (down 1 inch) and legs (down about an inch collectively), this arm flab and the bra bulge of mine hasn't budged a single milimeter.

At this point I'm at a loss of what to do. Even though I look lean on core and lower body, this arm and bra bulge makes me look about a sizes higher.

Has anyone gone through the same problem? Has anyone successfully conquered this? If so, how did you do it?
