Carbs tracking in macros

Hello fitfam

I am trying to be in a fat loss lifestyle and meticulously track macros. Though I'm within my daily calorie intake, the macro portion of carbs still doesn't stay within limit. I've reduced wheat, rice etc and my carbs are from veggies.

1- should I eliminate tortilla,rice etc completely?

2- how can I have vegan protein without increasing carbs eg. Chickpeas,lentils still have carbs
