How often can I work out my arms?

Hi. I am a woman in my mid-50s and . I do cardio and/or HIIT with strength training five days a week and am not overweight, but those bingo wings will not leave. I am doing two arm toning workouts a week (as part of the FB 8 week programme). My strength has improved but not the tone. How often a week can I safely work my arms to get them shapely and toned?
