Why I don’t lose weight?

I’ve been working out since February-2019 and taking care of my diet most of the time too (I accept it, I do eat not too healthy sometimes) I can see some changes in my body, physically and my flexibility, My clothes fit better. BUT I haven’t lost a single pound! I am 5’2” and I weigh 149 (my doctor says I’m overweight 😕)

What can I do? Is this normal?
