Muffintop/obliques/hips

Hello, I wanted to know if there is someone with the same problem as me. I started working out a few years ago, but only recently discovered FB and I was wondering if there is a way of getting rid of that muffin top/hip fat. I don't know what type of exercise I should be doing to see some improvement because I have to say that I am a little disappointed. I work out almost every single day and I a vegan, I try to eat as healthy as I can. My abs look just fine, I can see the improvement there, but I really don't know what to so about my hips. I know I should try to lose weight to reduce the fat, but I am already 48 kilos and going even lower don't think would be too healthy for me. And even if I wanted to do that I am not sure it would work as my body weight has been almost the same for the last 7 years. I don't get fat but I can't lose weight either. Any advice? Thank you!
