Lack of muscle defintion

Hey everyone!

I've been working out with fitness blender for about 2 years now. I do roughly 30 min a day 4-5 days a week of work outs (HIIT and strength) and do my best to eat clean. I've gotten a lot healthier which is awesome! However, I'm looking to tone up my arms. I feel like thats one of the parts of me that has gotten stronger, but it's not as toned / noticeable muscle definiton as I'd like.

What do you guys think? Should I do longer workouts? I've been doing my best to lift to my limit without sabotaging my form. I'm not quite sure what I'm missing! maybe it's because my weights are only 5,10,15,and20lbs? Or maybe it lies in my diet?
